Asylum Procedures

As part of the EU decision on temporary protection, displaced Ukrainians are allowed to reside, work or study in the EU for one year (renewable until 3 years) without the need to submit an asylum request. 

1) It is not necessary to apply for asylum. Protection will be granted through a different, shorter procedure called temporary protection. We, therefore, recommend that Ukrainian nationals do not submit an asylum application at this time. However, the right to apply for asylum at a later date remains unaffected. 

2) The following categories can apply for temporary protection status:

a) People with Ukrainian nationality who have fled Ukraine as of 24 February 2022. 

b) Third-country nationals and stateless persons who were recognized as refugees in Ukraine or had another international or national protection status and left Ukraine as of 24 February 2022.

c) Family members of the groups referred to above if they lived together in Ukraine. Eligible family members are spouses and, on certain conditions, unmarried partners living together in a permanent relationship, minor unmarried children, and, on certain conditions, other close relatives. Their nationality is not relevant.

d) Third-country nationals and stateless persons who had a permanent residence permit in Ukraine and cannot safely return to their country of origin. It is currently unclear how this possibility of return will be verified.

3) If you are accommodated in a private home and do not need urgent financial or medical assistance, you can wait a few weeks before registering. Many authorities are currently overloaded. 

4) If you need accommodation or financial or medical assistance, you should register immediately. Where you need to register depends on the city you are in.

You can apply for this permit at your local foreigner's authority, which you can find in the  BAMF-Navi directory at https://bamf-navi.bamf.de/de/Themen/Behoerden

If you anyway wish to register as an asylum seeker, you can do so at a border authority, police station, foreigner’s registration office ("Ausländerbehörde"), or an initial accommodation center for refugees ("Erstaufnahmeeinrichtung"). You will be taken to an initial accommodation center for refugees to register. Or, you may receive a document and a ticket to go to a such facility on your own. The document mentioned above is called "Anlaufbescheinigung", and it shows that you have done the initial registration as an asylum seeker.

Medical Support

1) Once granted temporary protection status, you will have access to the healthcare system.

2) Urgent medical service is provided in all hospitals even without health insurance.

Psychological Support

1) You can receive free and anonymous advice online from experienced advisers at ipso-care. The advisers speak Ukrainian and Russian as well as other languages. The service is free of charge.

2) Medflex.de offers free telephone consultations with doctors and psychologists in the Ukrainian language.

3) In Berlin, there are more than 500 doctors' offices that are currently offering medical and psychological assistance free of charge to displaced persons from Ukraine. These offices are listed at www.kvberlin.de. The list also shows which languages are spoken at each office.

4) PSYCHOLOGICAL SUPPORT FOR UKRAINIAN QUEER PEOPLE

Employment & Education

With a temporary residence permit, you are allowed to take paid employment, even if you do not yet have a concrete job offer. You are eligible for advice from the local government employment agencies and for help in finding a job.

a) FAU is currently compiling various offers of degree programs and degree programs for professional development for students who are Ukrainian nationals.
